西部地区文化产业发展的特定范式与动力找寻

摘　　要：以西部地区为例,通过规范分析和实证分析相结合,发现文化产业与文化资源倒挂并不存在必然的传导机制。西部地区文化产业发展的主要推动力来自国民收入的提高、产业结构的变化以及文化市场的扩展,三者共同构成文化产业发展的"三驾马车"。促进文化产业发展,应扬长避短,充分挖掘西部文化资源潜力,同时尽量弥补要素短板,突破发展瓶颈;提高居民的文化消费能力,激活潜在文化市场;结合本地的资源禀赋调整产业结构,促进文化产业自我发展能力的提升。This paper takes western region for example, uses both the tools of positive and of normative analysis, and finds the transmission mechanism of inversion between cultural industry and cultural resources is non-existent. The main power of cultural industry in the Western Region comes from the improvement of national income, the change of industrial structure as well as the expansion of cultural market, they constitute the ＂three carriages＂ of cultural industry development. Finally, we put forward some countermeasures and suggestions： first, try to foster strengths and avoid weaknesses, tilt the barrel, fully dig the potential of cultural resources in west, and try to make up for the lack of elements, break the bottleneck of development; second, try to improve residents＂ cultural consumption ability, activate the potential cultural market; third, try to adjust the industrial structure combined with the resource endowment, to promote self-development capacity of cultural industries.
