摘　　要：以靖江市正北村调查数据为依据,对秸秆禁烧活动中各主体的投入进行梳理。结果表明,在市镇村大量投入的情况下,焚烧仍然是农户处理秸秆的主要选择的原因;而同时,现阶段农民种粮补贴政策也需要进行一定的调整。应构建一个制度策略框架,主要包括改变市镇村投入方式,并融合种粮补贴,以秸秆销售或综合处理量为计算依据,实行秸秆环保补贴,并进行差别化政策安排,在试点的基础上逐步推广。Taking Zhengbei village Jinjiang city as the research basis, we analyze the main activities of the input of forbidding straw burning. The results show that, after the village city investing a lot, burning straw is still the main reason that farmers treat straw; while farmers＇ growing grain subsidies policy also needs some adjustment at the same time. We should build a system framework, including the change of the village city investment way and the integration of grain subsidies, conduct environmental subsidies on the basis of straw sales or comprehensive treatment, arrange different policies, and spread it on a pilot basis gradually.
