摘　　要：城市发展需要创新城市融资模式。城市融资路径需围绕我国经济发展方式转变的主线,提高城市金融创新和服务意识,按照城市的战略定位和发展的重点领域、重点产业、重点行业和重点项目,依托城市的空间发展战略,科学测算城市开发建设资金需求、供给及供求缺口,以市场化、多元化和金融创新为基本模式和路径,协同整合政府财政资金、开发性金融资金和商业金融资金,使用创新渠道和创新工具弥补资金缺口,挖掘融资主体潜力,完善融资主体,建立功能齐全、分工明确、运营规范的融资支撑体系,为城市规划目标的实现提供有效融资供给和金融创新服务。The city development needs city financing mode innovation. City financing path must be based on the main line of the transformation of China economic development; improve the city financial innovation and service consciousness, position and develop the development in key areas, key industries and key projects according to the city strategy; rely on the city spatial development strategy; measure the city development and construction funds demand, supply and demand and supply gap scientifically; take market, diversification and financial innovation as the basic mode and path; collaborate and integrate the government finance; develop finance and commercial finance capital; innovate the use of channels and tool to make up for the shortfall in funds; mine financing body potential; improve the financing subject; establish a complete functions, a clear division of labor, a normative operation financing support system; and provide effective service supply of financing and financial innovation for city planning objectives.
