煤炭开采对农户生活用能的影响研究

摘　　要：研究采煤地区农户生活用能,对于科学地制定区域农村用能政策,更好地认识区域经济发展、建设区域新农村、促进人地协调与社会和谐有重要价值。本文利用陕西渭北"黑腰带"白水县的调查数据,深入探究采煤对农户生活用能造成的影响。研究认为,煤炭开采破坏耕地,农户的非商品用能大减,多依靠煤炭、电能等商品能源,户均与人均用能的数量较非采煤区少;煤炭开采影响农户收入,影响农户生活用能的费用支出、结构与水平、行为与模式以及用能的正常机理,造成生活用能的贫困,影响生活质量;采煤区的农户生活用能受农业生产影响小,煤炭与电能的利用受家庭总收入影响大,非采煤区的农户农业收入(农业生产)与非商品能源作物秸秆、薪柴显著正相关,家庭总收入与商品能源煤炭、电能、液化气、太阳能显著正相关,进一步反映了采煤对区内农户生活用能造成了较大影响。Study on household energy use in mining area is significant to scientifically make the regional energy policy of the rural household, better study the regional economic development, build new regional countryside, improve the relationship be- tween the coal mining area and the household and social harmony. Taking Baishui County, Shaanxi Province as a case, the paper probes into the impact on the coal mining to the household energy use by questionnaire survey face to face, comparative analysis and correlational analysis method. The results are as follows. Firstly, the coal mining destroys the farmlands, so the non -commercial household energy is reduced considerably while the more commercial energy such as the coal and electrical energy are utilized. In the meantime, household average and per capita energy use in the coal mining area is less than the non - mining area. Secondly, the coal mining has affected the household incomes, impacted the charge against revenue, structure and level, behavior and mode, and the normal mechanism of the household energy use, resulted in the poor energy use, and further influenced the life quality of the households. Finally, the agricultural household incomes impact the household energy use faintly, while the total household incomes affect largely the coal and electrical energy use in the coal mining area. In can- tract, the agricultural household incomes are significantly positively correlated with the crop straw and fuel wood, while the to- tal household incomes are the same impact to the coal, electrical energy, liquefied gas and solar energy. These further indi- cate that the coal mining greatly influences the household energy use.
