摘  要:准确认识和把握我国各省节能减排潜力及其驱动因素现实意义重大。运用超效率数据包络分析法测算了30个省份1997-2010年的节能减排效率,并分析了其动态变化特征。结果发现,我国各省间节能减排的效率值具有明显差异,且受结构调整等宏观经济政策的影响;节能减排效率的增长主要是受技术进步的推动,结构调整的作用有限。因此,政府应加大节能减排技术创新的扶持投入和鼓励省际间的技术溢出,完善西部省份承接产业转移的碳减排约束政策,以更有效地促进全国节能减排效率的提高。It is of great practical significance to accurately understand the potential of energy saving and its driving factors of the various provinces of China.This paper estimated total-factor energy efficiency under the constraint of carbon emission for 30 provinces of China during 1997-2010 by super-DEA models,and analysis its dynamic variation characteristics.The results show that there are significant differences across provinces of its total-factor energy efficiency,and it effected by macroeconomic policies.The improvement of China's total-factor energy efficiency is main promoted by technological progress,the role of structural adjustment is limit.Therefore,government should increase investment to energysaving technology innovation,and encourage inter-provincial technology spillovers,and improve carbon abatement policies of western provinces in facilitating the shift of industries from east to west,in order to contribute more effectively to energy-save and emission-abate.
