摘　　要：新中国成立以来,志愿服务事业走过了从义务运动到社区服务、再向现代志愿行动嬗变这一特殊的历史过程。经过筹备北京奥运会的8年实践,中国志愿服务事业实现了跨越式发展,如今已进入了平稳、成熟的发展时期。目前存在的主要问题是:普通民众在志愿行动中参与率不高,短期性明显,志愿管理行政化的特色比较突出。为了引导志愿服务的健康发展,加强对民间志愿组织的培育并制定出台相关的制度法规已成当务之急。Since the founding of New China,the development course of volunteer service cause experienced a special historical process from the obligation movement to community service,and to the evolution of modern voluntary actions. After 8 years’ practice in preparation for the Beijing Olympic Games,China’s volunteer service cause achieves the development by leaps and bounds and now has entered a stable,mature development stage. The main problems now existing are:the rate of ordinary people’s participation in voluntary action is not high,shortterm participation is obvious and the administration feature of volunteer management is prominent. In order to guide the healthy development of the volunteer service,strengthening the education of folk voluntary organizations and formulating and publicizing the related systems and laws and regulations have become a top priority task.
