摘　　要：对当前社会资本办医的主要障碍从四方面进行阐述,即与公立医院无差别待遇政策不落实;资产权属扭曲影响社会资本再进入;编制二元制掣肘人才队伍的建设;社会对民办医院的认可普遍存在偏见。以温州市作为全国试点为契机,针对性提出落实非公立医院优惠政策以尽快打破"玻璃门";健全投融资环境和建立适度回报机制;完善人事管理制度与培育人才队伍机制;规范行业监管及培育公平透明的发展环境的思考及建议。Currently, the obstacles for private capitals to establish hospitals generally fall into four aspects, namely： 1） poor implementation of the policies that commands non-different treatments compared to public hospitals; 2） contortions of assets property which would impede re-entry of private capitals; 3） dual model of staff formation that contains the building of talents pool; and 4） the generally existed prejudices of the public for private hospitals. The paper calls on relevant departments to, with the opportunity that Wenzhou was chosen for nationwide pilot study, take corresponding measures： 1） implementing the favorable policies for private hospitals; 2） completing the investment and financing environment as i well as establishing proper compensation mechanisms; 3） perfecting personnel management and training mechanisms; and 4） standardizing industry supervision and thus creating fair, transparent development environment.
