摘　　要：价值工程通过对功能进行鉴别和评价来提高一种产品或服务的价值,并且以最低的总费用来提供必要功能,以达到必须的性能。但是,石油作为国家的战略物资,关系着国家的经济命脉,支撑着国家战略发展,现有的价值工程体系评价方法仅局限于对效益目标的评估,而传统的现金流法仅适用于方案的可行性评判,不能确定最大经济效益值,采用新的价值工程体系评价方法可以更好的确定不同的战略目标,提供不同的决策方案。Value Engineering improves the value of product or service by identifying ad evaluating the function, and achieves the necessary function by using the lowest cosL However, oil as the national strategic goods, is related to the economic lifeline of the State, supports with national strategy development. The existing value engineering system evaluation method is only on benefits target. And the traditional cash flow law only applies to the feasibility evaluation of programme, and cannot determine maximum economic benefits value. The new value engineering system evaluation method can better determine different strategy target, and provide different decision-making programme.
