德国发展农业循环经济的成功经验及启示

摘　　要：随着农业经济的快速发展,资源的高消耗、污染物的高排放、物质和能量的低利用、生态环境恶化加剧等问题日益突出,这些问题已经成为制约中国农业经济发展的瓶颈。德国是世界上发展循环经济较早、水平最高的国家之一,德国的综合型农业发展模式是欧洲国家发展农业循环经济的典型代表。本文在对德国在发展农业循环经济方面的成功经验分析的基础上,从加大宣传力度、建立政策体系、选择合适的循环经济发展模式、加快科技研发与推广、健全相关法律法规等方面提出了促进中国农业循环经济发展的建议。With the rapid development of the agriculture economy,issues such as highly-consumed resources,highlyemitted pollutants,the low efficiency of material and energy usage,increased deterioration of the ecological environment etc.have become increasingly prominent.And these problems have hindered the development of agri-culture economy in China.Germany is one of the earliest countries in developing agriculture circular economy.Its comprehensive agriculture development model is typical and distinctive among European countries’develop-ment of agriculture circular economy.Based on Germany’s success,this paper provides some suggestions on pro-moting China’s agriculture circular economy by strengthening advocacy,establishing policy system,speeding up technological development and improving relevant laws and regulations etc.
