摘　　要：暂停五年之后重新启动，这让《关于进一步规范因特网数据中心业务和因特网接入服务业务市场准入工作的通告》（以下简称“《通告》”）一经发布，即受到业界高度关注。《通告》通过《关于进一步规范因特网数据中心（IDC）业务和因特网接入服务（ISP）业务市场准入工作的实施方案》（以下简称“《实施方案》”），对规范范围、企业资金、人员、场地、设施、技术方案等工作都做了具体部署。《实施方案》的启动将对市场产生哪些影响？与五年前的规定相比，IDC／ISP的市场准入工作有了哪些新变化？面对商机巨大、鱼龙混杂的IDC／ISP市场，主管部门还将通过哪些有效的监管机制，在满足市场需求的同时，增加市场透明度，保障互联网市场的蓬勃发展？The publication of 'the notice on further regulating market access of Internet data center services and Internet access services',which has re-started the opening of related markets after five years of suspense on,has drawn high attention from the industry.The implementation plan of the 'Notice' formulates the rules such as scope of application,and the requirements for applicants with regard to funding,personnel,venue,facilities,technology programs etc.What impacts will the initiation of the implementation plan exert on the market? What are the new changes in IDC/ISP market access compared to the situation five years ago? In the mixed IDC/ISP market with huge business opportunities,which effective regulatory measures will be taken to increase market transparency and ensure rapid development of the Internet market while meeting market demand? Hu Shan,the chief engineer of Teleinfo Institute of CATR of MIIT,said that the restarting of IDC and ISP market access mainly covers two points:one is to encourage eompetitive enterprises,especially private enterprises to enter the IDC and ISP field;the other is to introduce four technical evaluation measures to strengthen security.
