基于城乡统筹下的旅游小城镇规划研究——以勐罕镇为例

摘　　要：城乡统筹是中共中央根据经济社会发展而提出的重大战略决策.在经济相对落后的小城镇地区,实现真正意义上的"城乡统筹",旅游小城镇发挥着不容小觑的作用.旅游小城镇立足于自身资源优势,以旅游为突破口,解决现在基础设施落后、产业单一、发展盲目化的情况.但如何遵循城乡统筹的理论方法,发挥旅游小城镇作为城乡过渡体的"辐射"作用,还需有具体系统的规划.通过对案例地勐罕镇进行分析、研究,发掘旅游小城镇在城乡统筹背景下不同于其他地区规划的重点内容及方法.According to the economic and social development stage, the Central Committee of Communist Party of China puts forward a major strategic decision-making which is balancing urban and rural development. The small towns in the area where the economy is relatively backward plays an important role in realizing the true meaning of the ＂urban and rural harmonious＂. Based on resource superiority,tourism as a breakthrough, small tourism town solves the major issues on poor infrastructure, single industry and blind development. But how to follow the theoreticalapproaches of urban and rural harmonious, playing a role of small towns as a radiation effect of the urban transition body also needs specific and systemic plannings. The authors analyze and research the case of Menghan Town that is different from other regions to explore the key content and method of the planning in the context of urban-rural harmonious.
