摘　　要：突发性公共安全危机事件是指能够引发社会运行的负面风险突然急剧膨胀,可能导致社会或国家功能衰退或丧失,并危及公共安全的一切事件。其公共性、紧迫性、破坏性、不确定性以及无序性的特点决定了其治安秩序维护的特殊性。公安机关作为公共安全危机事件第一反应者,针对这一特殊性而采取相应的应急措施,对于维护突发性公共危机事件中的治安秩序有重要意义。Emergent public security crisis refers to the events that cause a negative expansion of the society, which may lead to the social function decline or loss, and endanger the public security. Its characteristics of public, urgency, destructive, uncertainty and randomness decided its particularity in maintaining the public order. It is important for the public security organs which to be the first reactor of the crisis events to maintain public order in unexpected pubic crisis events by taking corresponding emergency measures.
