资水支流夫夷水的水能资源利用分析

摘  要:基于"健康和谐"水能资源开发利用理念,综合考虑水能资源的河流开发服务功能、健康河流生态补偿功能,以及和谐社会经济功能3种属性,提出了一套包含24项评价指标的水能资源开发利用评价指标体系。依据该评价指标体系,设计了水能资源开发与水电站管理的分析流程。运用该流程可以确定一个流域或地区的水能资源利用评价等级。将该评价指标体系应用于资水支流夫夷水流域水能资源利用规划的综合评价,得出了各水电站水能资源开发与运行的排序方案。该结果可以为夫夷水流域未来的水能资源利用提供有益的技术参考。This paper presents a "health and harmony" concept for hydro power resource utilization with an evaluation system proposed including 24 indicators based on the consideration of three features of hydro power resource, serving human society, compensating ecological environment of healthy rivers, and developing harmony between nature and social development. An evaluation process for hydro power resource development and hydro power plant operation management was designed using the indicator system, which can be used to determine the hydro power resource utilization evalualion level a reach or an area. The indicator system was also used to ewduate the hydro power resource utilization planning for a tributary of Zishui River, Fuyishui River, with the sequencing scheme of hydro power resource development and operation of various powerstations in the area being obtained. The results can provide technological references for the hydro power resource utilization in the Fuyishui River reach in the future.
