浅谈耕地占补指标交易体系建设——基于重庆地票制度

摘　　要：借鉴重庆地票制度中耕地占补创新模式,利用文献资料法、综合分析法探索建立耕地占补指标交易体系。研究结果表明,可从出台耕地占补指标交易法规文件、建立耕地占补指标交易平台、健全耕地占补指标交易监督机制、建立耕地占补指标交易管理信息系统等方面着手,建立耕地占补指标交易体系,以期实现全省(市)范围内的耕地占补平衡。Employing the methods of literature review and comprehensive analysis, this paper attempts to explore the index trade system of cultivated land by learning from the land ticket system of Chongqing City. It is concluded that the trade index system of cultivated land could be established through formulating the related legis/ation and documents, establishing the trading platform, improving the supervision mechanism and constructing a management information system.
