摘　　要：采用资料比较与归纳分析方法,总结了上轮规划实施评价工作取得的成效及存在的问题,并结合需求、围绕规划实施评估制度建设目标,提出在《土地管理法》修订以及《土地利用规划条例》研究制定中,明确涉及规划实施评估的条款;对规划实施评估的目的、时限、主体、程序予以规定;并依据规划层级的不同功能定位和评估需求,开展工作体系与技术体系等基础建设工作,为建立规划实施评估制度,完善规划体系和保障规划顺利实施提供思路。Using methods of comparative analysis and deduction, this paper analyzes the effects of and the problems in the last evaluation of land use planning implementation. Around the objective of establishing the planning implementation evaluation, the paper presents the idea that in revising the Law of Land Management and the formulation of the Act of Land Use Planning, it is necessary to determine the terms concerning the evaluation, to settle the aim, time limit, subject and procedures, anti to construct working system and technical system according to the functional positioning and evaluation demands of different levels, in order to establish the evaluation system of planning implementation, improve the planning system and ensure the smooth implementation of planning.
