河南城市贫困阶层社会流动的障碍与应对策略

摘　　要：在对河南城市贫困阶层抽样调查的基础上,描述了城市贫困阶层的社会流动以及流动受阻的状况,分析了贫困阶层社会流动的阻碍因素。认为教育和就业以及阶层收入的"马太效应"都会阻碍城市贫困阶层向上的社会流动,进而提出了完善覆盖全社会的社会保障体系、提高城市贫困家庭子女的教育水平、促进城市贫困家庭子女的就业、创造公平的就业环境、保障城市贫困阶层的各项社会权利等应对策略。The article through the sample investigation to arban poor families in Henan Province, on describing social mobility situation of urban poor social stratification in Henan Province, analyzes factors holding back so- cial mobility of urban poor social stratification in Henan Province. The article proplses that education and em- ployment as well as ＂The matthew effect＂ of the social stratification income can hinders upward social mobility of urban poor social stratification, then proposes consummating urban poor families children＇s education level, promoting urban poor families children＇s employment, creating fair employment environment, safeguarding each social rights of urban poor social stratification and so on, corresponding strategies.
