摘　　要：金融监管体制是一国金融基础设施的重要组成部分。我国现存的单层多头型监管体制存在着监管重复、监管空缺、资源配置低效、监管协调能力低下的问题。为实现金融监管制度目标,提高监管效率,应把握金融业综合化、集团化的发展进程,适时建立统一监管体制。在分析我国现行分业监管体制存在的弊端的基础上,指出逐步构建统一监管体制是我国金融体制改革的方向,并分阶段设计了具体实施路径。Financial Supervision system is a major component in a nation＇ s financial infrastructure. Our present Supervision system of the same level with different focuses exists many problems, such as repeated Supervision , Supervision vacancy, low efficient allocation of resource and poor Supervision coordination ability. To fulfill goals of financial Supervision system and improve Supervision efficiency, unified Supervision system should be established in a proper time.
