示范区科技金融试点政策跟踪研究

摘　　要：本文对国家自主创新示范区科技金融试点政策进行了跟踪和评价研究,剖析政策的突破点,总结政策的执行效果。研究发现,支持创业投资政策的引导效应不明显,科技型中小企业融资障碍较大,多层次资本市场建设相对滞后,科技保险功能未充分发挥。最后提出制定对天使投资和科技信贷的扶持政策,完善知识产权质押融资的政策环境,推动科技担保体系网络化发展,加快推进全国场外交易市场建设,不断丰富科技保险内涵等政策建议。This paper carries out science and technology finance pilot policy tracking and evaluation research in the national independent innovation demonstration area , analyzes the breakthrough point of the policy summary execution of policy effect. It finds that support the policies of venture capital to the effect is not obvious, small and mid - sized enterprise financing obstacles, multi - level capital market construction relative lag, not give full play to science and technology insurance function. Finally it points out that the angel investment and credit support policy of science and technology, perfect the policy of intellectual property pledge financing environment, promote the de- velopment of guarantee system of science and technology network, accelerate the construction of national over - the -counter market, enrich the connotation of the science and technology insurance policy recommendations.
