摘　　要：一边是全国县域经济基本竞争力百强县前列，一边是毒气笼罩的癌症村。On one hand, GDP-aimed local governments allow illegal pollution emissions from corporate ; on the other hand , ground water pollution has seriously undermined people's lives. It’s still hard to control pollution and how to find a balance point between ecological protection and economic growth is testing the government's determination.
