摘　　要：伪满洲国协和会从1932年7月开始改组调整，到1935年12月时才逐步构建起基本符合日本侵略中国东北需要且严密有序的三级制会务机构，即：中央机构、省事务局和县办事处。这种三级制自上而下层层管理，并与伪满洲国政府机构三级制相适应。协和会的会务机构具有决策、指导、联络职能，是协和会的领导机构。从人事构成来看，协和会所任用的各级大小头目既有亲日汉奸，也有日本人。但实际上日本人实权在握，关东军掌控协和会的发展与命运。协和会是在关东军的操纵与控制下建立起来的十足的侵略性组织，也是欺蒙、愚弄东北人民的欺骗性组织。Puppet Commonwealth began to change from mechanism with Japan＇s needs to 1935 December, that are 1932 July and gradually built up three class meeting Central Agencies, Provincial Bureau and County Of- rice. The three level from the top to the bottom layers of management adapt with the three level systems of Puppet Manchuria Government. The business agency of Puppet Commonwealth is the decision -making department, with the function of guidance and communication. From the personnel structure, all levels of union club appointment traitors and some Japan as collaborators. But in fact, the Japanese real power, the Kwantung Army control the de- velopment and destiny. The Puppet Commonwealth is a union cheating the Northeast People controlled by Kwantung Army.
