民国奉天市政公所发展状态研究

摘　　要：民国初年,奉天省没有统一的城市管理部门,城市建设的发展迟缓。1923年5月,奉天省组建了奉天市政公所,专门承担独立领导市政建设和管理的职能。市政公所作为正规的市政领导机关,是市政府的前身,它通过宣传市政、颁布法规章程和发展城市公用事业等措施促进了城市行政体制的早期现代化。At the beginning of the Republic of China, Fengtian Province had no centralized urban management department and the development of urban building was slow. In May 1923, Fengtian Province established Fengtian Municipal Affairs Management Bureau for independently leading municipal building and carrying out administrative functions. As an official municipal agency, the Municipal Affairs Management Bureau was the predecessor of the municipal government. Through taking the following measures like propagandizing municipal management, promulgating laws and regulations and developing urban utilities, the Municipal Affairs Management Bureau promoted the early modernization of urban administrative system.
