基于理想点法的电费缴纳方式综合评价

摘　　要：电费缴纳回收效果直接关系到电力公司运行,影响电力大营销体系的建设运行,电费缴纳方式在电力市场与社会发展中起着重要作用。基于理想点法对电力公司自营及涉及合作伙伴的2类缴费方式进行分析,构建了基于电力公司、用户及合作伙伴3个角度的电费缴纳方式的综合评价体系,并结合使用各级指标的组合赋权方法,对缴费方式进行了比较。以某市为例,分析比较了3种电力公司自营缴费方式及6种涉及合作伙伴的缴费方式,认为电力自助缴费终端是电力公司自营方式中最值得推广的方式,而涉及合作伙伴的方式中,英大充值卡具有较大潜力,银行代扣是较优的缴费方式。The recycling uf electric bills directly affects the operation of electric power companies, and the constnletion and operation of the bulk power marketing system. The ways to pay electric bills play an important role in the electricity market and social development. The self-operated and partner-involving ways to pay electric bills were analyzed with TOPSIS in this paper, and a comprehensive evaluation system was established in view of the electricity companies and the users as well as the partners. Based on the combination weighting method of all levels of indicators, the ways to pay electric＇, bills were compared comprehensively and scientifically. By taking a city as an example, three self-operated ways and six partner-involving ways were analyzed, and the result indieates that the power self-payment terminals is the worthiest way for promotion in the three self-operated ways, while the Yingda recharge card has large potential, and the electric bills deducted by banks is a good way in the six partner-inwllving ways.
