近代英国软实力兴起的历史经验及其对我国的启示

摘　　要：近代英国对世界的软实力影响涉及政治、经济、社会、文化各个方面。从历史视域来看,它的这种影响根植于英国内部的软实力,其核心在于政治制度的创新与认同,关键在于化经济优势为政治制度优势,并通过制度的合理性与有效性提高了英国本土公民及其殖民地精英对它政治制度的认同感;同时也由此激发并保障了英国的民族创新精神和社会创造活力,形成了文化自信与自觉,从而为近代英国软实力的不断兴起提供了持续的动力与强大的制度与文化基础。近代英国软实力兴起的历史经验,可以为我国软实力提升提供发展范式上的启示,并使我们注意到:在经济崛起后国家软实力的发展战略重点可能需要转移到社会主义政治制度的创新与认同上。Modern British soft power influence includes political, economic, social and cultural aspects to the world. In historical perspective, its stronger soft power is rooted in British internal system, and the core lies in the political system innovation and identity, and the key to transform economic advantage into political system advan- tage, through political system＇ s rationality and effectiveness to improve English and the colonial elite system identi- ty, to inspire the nation＇ s innovation spirit and social innovation vitality, and construct the national cultural confi- dence and cultural consciousness, in order to provide continuous driving force and strong cultural foundation for the national soft power development. Analysis of the reasons and experiences of modern British soft power＇ s rise and success can provide the enlightenment in paradigm for China to develop the national soft power. This requires us to shift national soft power development strategic priority to the socialist political system innovation and perfection after economic rise.
