摘　　要：城乡统筹与建设社会主义新农村的基础之一是村镇规划,村镇规划需要着眼农业现代化发展,立足解决村庄空心化问题,实现村镇规划、土地利用规划和农村产业发展规划合一,进行农村人居环境山、水、田、路、林、村综合整治,切实维护农民权益。文章以遭受汶川地震严重损害的四川省彭州市葛仙山镇熙玉村灾后重建过程为例,介绍了具体的"三规合一"的实现模式。The planning of rural village and town is one of the bases for the development of urban and rural and the construction of a new socialism rural area. The planning of rural village and town need with a view to the development of agricultural modernization and is established in resolving the problem of the hollow village. The planning of rural village and town, land use planning and rural industrial development planning should be united together. The hill, water, farm, road and forest of the village should be renovated comprehensively. A case of the planning of the Xiyu Village, Gexianshan Town, Pengzhou City of Sichuan Province was introduced.
