东北地区发展低碳经济的SWOT分析及战略组合

摘　　要：东北地区作为我国最大的老工业基地之一,"高投入、高消耗、高污染、低效率"是本区域经济发展的典型特征,从而导致其二氧化碳排放量一直位居我国前列。如何实现从"高碳"到"低碳"的过渡,是东北地区目前面临的最严峻挑战。在介绍了东北地区发展低碳经济的现状后,运用SWOT方法对东北地区在低碳经济发展过程中存在的优势与劣势、机会与威胁进行了系统分析,最后得出东北地区发展低碳经济的四种不同战略组合,以便更好地推动东北地区低碳经济发展的层次和水平,使东北地区的低碳经济发展呈现出更好的发展态势。As one of the biggest old industrial bases in our country, ＂high investment, high consumption, high emission and low efficiency＂ is the typ- ical characteristics of the regional economic development of the Northeast, leading to its carbon dioxide emissions has been among the forefront in China. How to realize the transition from＂high earbon＂ to＂ low carbon＇is the most severe challenge that Northeast is confronted with. The paper first briefly introduces development status of low - carbon economy in the Northeast, then analyzes the strengths,weaknesses, opportunities and threats of developing low - carbon economy in the Northeast with a SWOT analysis,finally comes to four kinds of different strategic combination of developing low - carbon economy to better promote levels of economic development in the Northeast so that low - carbon economy in the Northeast can show bet- ter development trend.
