基于运行效率的大规模交通基础设施建设决策效果分析

摘　　要：为验证大规模经济刺激计划中交通投资的实施效果和决策合理性,应用数据包络分析模型和相关软件,计算被投资对象交通系统在大规模基础设施建设前后一段时间的规模效率、技术效率和综合效率的变化情况。通过分析交通运输效率的变化,判定交通运输的运行情况,从而评价经济刺激计划中交通基础设施投资的决策合理性,以及未来决策的方向和力度。In order to verify the implementation effect and the decision - making rationality of the transport investments in large - scale economic stimulus plan,the application of data envelopment analysis model and related software ,to calculate the changes of the scale efficiency and technical efficiency and comprehensive efficiency of the transport system as the investment target in a period of the large - scale infrastructure constructionr. Through the analysis of efficiency changes of traffic sysytem, to determine the operation of the traffic sysytem, to evaluate the decision rationality of the transportation infrastructure investment in the economic stimulus plan and making future direction and strength of the investment decision.
