网上公共危机的形成机理及防范体系研究

摘　　要：将"香农-韦弗"信息传播模式理论与网上公共危机的形成相结合,分析网上公共危机形成过程,即危机信息的网络传播与扩散过程。在此基础上,提出网上公共危机综合防范架构体系,即政府是危机防范的主体,网民的防范意识是基础,信息技术的运用是核心,意见领袖的引导是关键,非政府组织是支撑,依法科学行政是前提。This paper combined the dissemination of information theory of Shannon and public crisis in the network environment, and analyzed that public crisis in the nature of the process is actually the dissemination of information and the diffusion process. In preventive system, the government plays the core role. Awareness of Internet users is the basic in the network of public crisis prevention. IT application is the core of the crisis prevention. The NGO affords a strong support for crisis prevention, the network of opinion leaders is the key to crisis prevention and lawful scientific administration is the premise of crisis prevention.
