摘　　要：采用方向性距离函数以及三阶段DEA分析方法研究2008年中国38个工业行业的能源效率,效率评价过程中考虑到非理想产出及多种外生因素的影响。结果显示,外生因素对行业能源效率影响显著,部分高耗能行业在剔除这些因素影响后效率由低变高,而高新技术行业的效率一直保持较高水平。综合考虑经济效益和环境影响,进行产业结构调整是工业行业发展的必然趋势。This paper combines the directional distance function and three stage - DEA model to study the energy efficiency of 38 industries. It considers the influence of both undesirable outputs and external factors. The results indicate that the external factors influence the energy efficiency greatly; the efficiency of some heavy energy consumption industries becomes higher without considering the influence of external factors ; the efficiency of some high - tech industries keeps a considerably higher level. Combing the influence of economic and environmental effects, we have no choice but to adjust our industrial structure to accelerate the development of our economy.
