摘　　要：天津市津南区土地利用总体规划编制中弹性控制的实现途径:①预留数量弹性(包括市级规划预留统筹指标和区县级规划预留基本农田指标);②预留布局弹性;③土地规划与土地管理实际工作相结合。完善规划制度实现土地利用规划弹性控制的建议:①相关规划与土地利用规划相衔接;②土地利用规划过程应上下结合;③加强土地利用规划信息化管理。This paper introduces the ways to achieve flexible control in the planning of land use of Jinnan District in Tianjin City. These include： the elasticity of the pending reservations （including the municipal planning reserved overall indicator and the district and county level reserved index of basic farmland）; the elasticity of reserved layout; and the integration of land planning and the practical work of land management. On this basis, this paper offers some suggestions for improving the system of planning to realize flexible control in land use planning such as linking related planning with land use planning; unifying land use planning process; and stren^thenin~ the information management system of land use planning.
