摘　　要：生态文明已成发展"大势",成为区域发展的核心竞争力,应当着力抓好理念、思路、工程"三个建设"。结合岳阳市君山区的实际,君山区生态文明发展战略应围绕打造环湖沿江生态明珠,抓好五大工程:即城镇化引领工程建设、战略性新兴产业园区建设、旅游休闲风光带和生态走廊建设、大型人民生态广场工程建设和谋划兴办科技教育精典园区。Ecological Progress has become a ＂trend＂ and the core competitiveness of regional development. Based on modern ecology theory, this article elaborates on the ecological progress and holds that the concept, idea and project constructions should be focused on the ecological progress. In terms of the practice in Junshan District, Yueyang City, this article probes the development strategy of ecological progress in Junshan District and promotes constructing an ideal ecological area around the Dongting Lake on the Yangtze River for the ecological progress in Junshan District.
