WTO背景下境外图书馆远程教育服务的法律规制——基于中国入世承诺的分析

摘　　要：加入WTO十多年来,境外图书馆服务提供者在对中国的远程教育服务贸易中扮演了重要角色,由于我国在入世之初提交的教育服务贸易承诺不够严谨,在水平承诺和具体承诺上都存在缺陷,导致缺乏对境外图书馆远程教育服务提供者的监管,给中国的国家教育安全带来了不利影响。因此,中国应该在WTO现有规则体制内寻求法律规制之策,消除不利影响。During the last ten years after joining the WTO, the service provider of foreign library played an important role in the service trade of the Tele-education of China. Because the service trade of the education which our country submits at the beginning of entering the WTO cannot be promised rigorously enough, there are defects on promising at the level and promising specifically, which resulted in lacking the supervision of the Tele-education service provider of foreign library, brought China＇s education safety unfavorable influence. So, law regulations in the rules and the system now in the WTO must be taken by China to cope with it.
