摘　　要：通过研究人地挂钩基本概念、理论、关键问题和政策制度体系,探索破解用地难题和保护耕地的新路径。人地挂钩有利于促进人口城镇化与土地城镇化协同推进,但作为试点政策,在实际操作中要封闭运行、风险可控、适时评估、谨慎实施。随着城镇化进程的加快,面对保护土地资源与保障发展用地日益突出的矛盾,国家适时提出人地挂钩政策试点,这必将构建一种新的土地利用管理模式,有效破解城镇化、工业化和农业现代化协调发展用地难题。Study on human link policy presents the background, meaning, the concept and connotation, put forward to implement the train of thought and principle of hook, According to some key issues of the population scale, approving by the urban construction land scale. Explored the solution, constructed a policy system, including the collective land circulation, land exit, reclamation, a unified urban and rural land market, risk assessment.With the acceleration of the urbanization process, the protection of land resources and development is highlighted increasingly with ground contradiction, conform to the needs of land and resources management, timely put forward to hook policy, it is innovation of the land use management system.
