摘　　要：分析比较在坚持家庭联产承包经营责任制下平均分配农村土地及按最优农业人口分配土地的农村土地流转路径,建立政府主导土地政策与农户土地流转决策的动态博弈模型,探讨两种制度下土地流转速率的高低,推断出农户能力差异及政府行为前后不同是影响农村土地流转的根本原因,进而揭示农户的劳动能力差异等因素是影响农村土地流转速率的内在机制,由此提出判断农户能力强弱的手段,提出改进政府支持农业的方式。This paper compares and analyzes the paths of rural land transfer between the average allocation of rural land adhering to the household contract management responsibility system and the allocation of land according to the optimal agricultural population. Then, the dynamic game model between the government-dominating land policy and the farmers＇ decision-making of land transfer is established, which involves the investigation of the rates of land transfer with two methods. Therefore, the result shows that the root cause affecting rural land transfer is the farmers＇ ability differences and that the government＇ s behavioral divergence has been inferred, thus revealing that such factors as the farmers＇ ability difference in labor are just the internal mechanisms that influence the rate of rural land transfer. Ba;ed on the research result, suggestions are made on how to judge the farmers＇ capability and how to improve the government＇s ways in favor of agriculture.
