公共财政投资农田水利效益分析及建议

摘　　要：农田水利是农业生产的基础性设施,历史欠账多,影响农业稳定发展和粮食安全。按照宏观经济学投资原理和我国产业政策,总结农田水利的公益性基本特征,分析国家投资农田水利的必要性,对比我国当前农田水利建设需求和投资现状,提出农田水利投资中存在的前期评估决策、效益指标评价等需要进一步研究的问题,并建议采取科学规划投资、增强投资效益、加强项目后评价等措施。As the fundamental facility of agricultural production, farmland water conservancy was in relatively poor situation in the past, which would influence stable development of agriculture and food security. Based on the investment rationale of macro economy and China＇s industrial policies, the basic beneficiary nature of farmland water conservancy is concluded and the necessity of investing farmland water conservancy is analyzed. Through comparing the development demand and investment situation of farmland water conservancy in China, issues concerning of investment on farmland water conservancy that need to be further studied are raised, such as preliminary assessment decision and benefit index evaluation, and some measures are recommended, such as scientific planning of investment, improving the benefit of investment and strengthening post-evaluation of the projects.
