XGS决策模型在基本农田划定中的应用研究——以重庆市黔江区石会镇为例

摘　　要：科学编制乡(镇)土地利用总体规划,特别是基本农田划定,是土地利用总体规划顺利实施的保证和关键。为此,借助MAPGIS6.7以及MAPGIS乡镇土地利用规划修编系统,建立了耕地入选基本农田综合指标体系和XGS决策模型。研究结果表明,XGS决策模型减少了耕地入选基本农田时人为主观因素的干扰,保证将质量高、区位好、利用状态稳定的耕地优先划为基本农田,既反映了基本农田划定的刚性、又体现了土地管理的弹性,为乡(镇)级土地利用总体规划修编中基本农田划定提供了科学、实用的方法。同时,以重庆市黔江区石会镇为例,完成了石会镇基本农田的空间定位和划定工作,划定的基本农田保护规模符合上级土地利用总体规划下达的控制指标要求。Wang Xinxing,Zhang Anming（School of Geographical Sciences,Southwestern University,Chongqing 400715,China） To scientifically establish overall land use planning in the level of Township,especially to delimit primary farmland,is the assurance and the key to implement overall land use planning.This paper makes use of the MAPGIS6.7 and MAPGIS Rural land use planning modification system to establish the comprehensive index system of selecting cultivated land into primary farmland and XGS decision-making model.The results of the study show that XGS decision-making model reduces the interference of subjective factors when cultivated land are chose for primary farmlands,and it can ensure the cultivated land,which has high quality,good location,and stable state being used,to be selected into primary farmland.It not only reflects the rigid primary farmland delimitation,but also embodies the flexible land management.This provides a scientific and practical method and means for primary farmland delimitation in overall land use planning in the level of Township.Taking Shihui town of Qiangjiang district in Chongqing as an example,this paper has completed the work of primary farmland spatial orientation and delimitation in Shihui town,and the scale of primary farmland protection conforms to the requirements of control index in the overall land use planning issued by the superior.
