摘　　要：结合拉萨市城市总体规划以及相关能源专项规划所涉及的外部条件,认为供暖工程规划建设方案应采取分步、分区实施的原则,统筹考虑城市发展、能源结构以及价格保障机制等因素,以政策为契机,以规划为指导,以内在需求为动力,加快拉萨市城市供暖工程建设。In the light of Lhasa urban overall plan and external conditions involved in relevant special planning, thinks that the scheme of heating engineering plan construction should adopt the implementation principle of step-by-step and zone-by-zone, consider the factors like city development, energy structure and price protection mechanism, etc, and make timely use of the policy and internal demand, guided by the plan for speedier heating engineering construction in Lhasa.
