摘　　要：日本高校图书馆及行业组织,为克服生存危机和开拓自身新生机,采取横向联合的集群战略,组建JUSTICE(日本大学图书馆协会联盟),壮大了本行业实力,在争取政策支持及形成优惠采购价格方面,提升了话语权,提高了效率,推进了本身可持续发展,读者也获得了更多实惠。且JUSTICE本身亦不断创新,扩大了业务范围,其身份被赋与了新的使命,功能愈加丰富完善。JUSTIC的发展轨迹、运行机制、成功经验、工作思路、角色定位及宝贵启示,可供我国业界同行借鉴、参考。In order to overcome the crisis of survival and develop their own new vitality, Japan university libraries adopted a strategy of alliance and formed JUSTICE, a union ofuniversity libraries. Through the union, they regained the motivation to develop the industry, and a louder voice in policy-making and purchasing prices. Moreover, with enhanced efficiency, the unionized libraries develop sustainably and benefit their readers in many ways. With the growth of JUSTICE and the expansion of its business scope, it has been entrusted with new missions and functions. Scholars from the library circle in our country should draw on the experiences from our Japanese counterparts from the development, operation system, working process and positioning of JUSTICE.
