摘　　要：分析发展高新技术产业的战略意义及其耗散结构特征,并对高新技术产业创新系统进行熵变分析,进而构建了高新技术产业创新系统的熵变模型,最后提出了发展高新技术产业的对策建议。sipative structure characteristics, at the same time makes entropy analysis of innovation system and further builds an entropy change model for innovation system of high and new technology industry. Finally, this paper puts forward countermeasures and suggestions about developing high and new technology industry
