摘　　要：实现公共服务均等化是现代政府追求的目标。本文概括了实现基本公共卫生服务均等化的内涵和意义,并为保障政策目标在现实中得以体现,借鉴项目生命周期理论,提出落实均等化政策尚需构建实现机制,即立项阶段的准入机制、计划和实施阶段的运行及监控机制、总结阶段的评价机制,对政策落实进行全流程具体指导,避免现实操作的盲目性。从理论上把握均等化政策内涵及实现机制,形成均等化抽象目标-具体目标-实现机制-实践的逐步落地框架,有助于政策制定者、研究者、实施者等摆脱理想与现实分离的矛盾。In order to realize the goal of the policy, based on the theory of project life cycle, this study points out the related mechanisms dur- ing the different stages of implementing the policy,including the access mechanism for the proposal stage, operation and monitoring mechanism for planning and implementing stage, and evaluation mechanism for summarization stage. The mechanism will provide important guidance for imple- menting the policy, which will help avoid the blindness in prutical operation. In order to master the eonnation and mechanism of the policy theoreti- cally, it is important to form the framework of ＂overall goal of the equalization of the basic public services policy - specific objeetive~ - mechanism -practice＂, which will help the policy makers, researchers and practitioners to bricye the gap between the ideal and the reality.
