摘　　要：浙江省山塘管护存在经费投入不足、管理不善、年久失修等问题,其功能和效益极大衰减.据此提出应因地制宜进行山塘管护模式改革,要树立公益性理念、强化山塘管护人员的技术培训、实行区域化集中管理等模式,通过政府重视、改革创新、政策保障,建立起山塘可持续发展的长效良性机制.The pool management in Zhejiang exists problems such as inadequate funding, mismanagement and disrepair with weak function and low benefit. Pool management reform is put forward according to local conditions. The adjusted measures are also talked about to set up public welfare concept, to strengthen management personnel＇s technical training, and to adopt regional centralized management mode. Therefore, a sustainable and benign development mechanism of pool management can be established through the approaches of government monitoring, innovative reform, and policy guarantee.
