摘 要:根据系统间要素相互作用的基本观点对国有林权改革的目标、客体、主体进行了理论分析,确立国有林权改革绩效的分析依据。其次结合国有林的特殊性及国有林权改革目标提出了绩效分析应遵循整体与局部相平衡,长期与短期相平衡的分析标准,然后基于时间维度从效果与能力两个层次,选取了总效率、分效应、持续性3个具体评价维度。这3个维度兼顾整体与局部、现在与未来、生态经济社会协同发展的基本关系。在如上分析的基础上,最后构建了以投入模块-产出模块-评价模块-判定模块为链条的绩效分析的逻辑框架。According to the interaction between forest tenure reform target, object and subject, system elements, this paper analysis of state-owned establishes the foundation of performance evaluation Secondly combining the particularity of state-owned forest and state-owned forest tenure reform target, research put forward analysis standards of the whole and partial phase equilibrium, long-term and short-term phase equilibrium, based on two dimension of time and effect, the selection of the total effi- ciency, partial effect, persistent three specific evaluation dimensions. The three dimensions of give attention to two or more things whole and local, the present and the future, ecological economy the co- ordinated development. On the basis of above analysis, construct performance analysis logical frame- work through the input-output-evaluation-decision chain.
