村级民主决策中的现实问题及其破解之策

摘　　要：村级民主决策是村民自治制度的重要组成部分,是村民自治的集中体现和中心环节,对推进村民自治起着重要的作用。但是目前在村级民主决策的实际操作过程中存在职责划分不明确、民主决策程序不完善、民主决策体制机制不健全等诸多问题,为了解决这些问题,应积极采取理顺关系、明确职责、完善村级民主决策程序、健全民主决策体制机制等改进措施。Village-level democratic decision-making is an important part of the village self-governing system. As the central figure of self-governing, village-level decision-making plays a key role in completing the villager＇ s politica autonomy. A variety of problems remain unsolved in current village-level decision-making, including non-specific responsibilities, incomplete democracy in decision-making process, and imperfect operation mechanism of the deci- sion-making system, Actions should be taken to clarify villager relationships and responsibilities, optimize practical procedure of decision-making, and improve the democratic decision-making svstem in general.
