中央与地方权力场域视野下的弱势群体权益保障

摘　　要：弱势群体权益保障是与该群体在不同范围的社会公共空间中,得到的特定的、具体形态的主体界定相联系的。只有区分中央与地方不同权力场域所对应的公共空间,才能明确不同群体所需要获得权益保障的"弱势"状况。在我国目前的现实条件下,体现为中央与地方政府之间形成了一个分工、协作的权益保障体系。Protection of the Rights and Interests of the vulnerable groups is associated with the specific and concrete definition of their subjectivity in different public space. Only by distinguishing the public corresponding to the power of the central government and to that of the local government can we clarify the different the ＂vulnerable＂ situation where rights and interests need to be protected. In our unitary system of China, a separate and collaborative system of rights and interests protection has been established in the central and local government.
