摘　　要：现阶段河南省新农村体育文化管理组织主要是县级体育管理组织和乡级体育管理组织。在整个体育文化管理中存在经费短缺、组织机构不健全以及专业体育指导人才匮乏等问题。河南省新农村体育文化建设在管理体制上应该采取行政管理体制和社会管理体制相结合的方式;构建切实可行的农村体育组织开展运行体系及县乡村三级管理体系,充分发挥政府机构的宏观管理职能,大力开发农村所在地特色体育。The sports culture management in Henan＇ s new rural communities mainly depends on the county - level and township- level organizations at present. Problems llke shortage of funds, improper combination mechanism and scarcity of professional sports talents widely exist in the overall sports culture management. The administration system in Henang new rural sports culture construction should adopt the form of the combination of administrative system and social management system, building a feasible system for rural sports ＇operation and management system at county, township, and village level, giving full play to the government＇s function of macro management and vigorously developing local characteristic sports.
