摘 要:在国有企业从两权分离到与政府脱钩,从承包责任制到租赁经营,从国有独资到公司制改革的过程中,大量的事实证明了一个道理:国有企业体制相同,外部环境相似,在诸多相同与相似的情况下,却出现了有些国有企业效益不断增加,有些国有企业效益持续下滑的巨大差异。重要的原因并不在于国有企业领导干部的业务能力和管理水平,而在于国有企业领导干部品德素质的高低。干部品德考核规范体系包括政治品德标准、职业道德标准、家庭美德标准和社会公德标准。From the separation of two rights to decoupling from the government, from the contract responsi- bility system to leasing management, from stateowned system to the reform of company system, a large num- ber of facts prove the truth in the stateowned enterprises, that is, in the same system of state - owned enter- prises and the similar external environment, there are great difference of some state- owned enterprises whose benefits are increasing, while some state-owned enterprises continue to decline even in many of the same and similar circumstances. One of the important reasons is not the cause of leading cadres of state - owned enterprises in the service ability and management level but in their moral quality. This paper mainly studies the specific con- tent of morality which the leading cadres of state - owned enterprises possessed, combining with the special envi- ronment and basing on the theory of moral behavior, psychological testing and assessment theory.
