摘　　要：行政公文是贯彻政府方针、政策的主体书面形式,当前舆论环境下,行政公文处理中存在问题主要表现在行政违法、不恰当的行政干预、行政越权三个方面。其根源在于地方以及部门利益的驱使、畸形政绩观的驱动、缺少法律意识等,它们将损害政府的公信力,引发群体性事件,需要得到纠正。Administrative documents are the written materials to implement government poncy, u naer the current public opinion environment, there exist three problems in administrative documents processing, namely, administrative illegality, improper administrative intervention and ultra vires. The roots lie in the drivening of local and departmental interests and administrative achievements, lacking of legal awareness, which will undermine the credibility of the government, stir mass incidents, and should be corrected.
