摘　　要：农村人力资源是农村经济最活跃的要素,也是推动农村社会经济发展的基础资源.培训、开发和利用好农村丰富的人力资源,对当前农村经济的健康发展和广大农民致富都有着极其重要的作用.文章分析了陕西省农村劳动力基数大、文化程度低,农村外出务工人员技能欠缺,农村人力资源培训需求与培训供给不平衡的现状.指出了当前陕西农村人力资源数量和质量不均衡,农村人力资源缺乏系统的培训开发体系,外出务工人员技能不足收入低,农村缺乏高素质、高学历专业性人才等问题.提出了要夯实农村教育基础,逐步提高农民整体素质,建构陕西省农村人力资源培训开发体系和市场服务体系,加强对外出务工人员的培训,改善农村经济社会环境、实施人才引进工程等措施和对策.Rural human resources are the most active elements of the rural economy, but also to promote socio-economic devel- opment in rural areas on the basis of resources. Training, development and utilization of abundant human resources in the rural are- as, have an extremely important role in the healthy development of the rural economy and the vast majority of farmers to get rich. This paper analyzes the rural labor base education in Shaanxi Province, namely, the rural migrant lack of staff skills and training needs of rural human resources and training supply imbalance status quo, then it points out the uneven quantity and quality of human resources in rural areas in Shaanxi Province, rural human resources lack of systematic training and development system, migrant lack of staff skills, low incomes, the lack of high-quality, highly educated professional talent in rural areas. Shaanxi Province should reinforce the educational infrastructure in rural areas, gradually to improve the overall quality of farmers and construct rural human resources training and development system, to build of human resources in rural areas in Shaanxi Province market service system, to strengthen the training of migrant workers, and to improve rural economic and social environment, the implementation of measures and countermeasures of talent introduction project of rural human resources training and development.
