摘  要:工程质量问题是消费者最为关切的问题。虽然政府一直强调加强管理,完善体制,但由于影响工程质量的因素多而复杂,现阶段工程质量问题仍大量存在,长期有效地进行工程质量监控十分必要。本文首先基于全寿命周期理论,创新性地提出了工程全寿命期质量监控模式的概念,其次分析了工程全寿命期质量监控模式的全过程质量监控和全方位质量监控两方面的内容,最后指出通过项目、法律和社会三个层面来实施工程全寿命期质量监控,实现过程监控与要素监控的集成。Engineering quality problems are the most concerned issues for consumers. Although the government has strengthened management and perfected system, the problems of engineering quality are still existing at this stage due to the numerous and complicated quality affecting factors. This illustrates an effective quality controlling system is significantly necessary. Firstly, the concept of life cycle quality controlling mode was proposed in this research based on life cycle theory. In addition, two aspects of core content, which are full process quality controlling and full element quality controlling, were analyzed detailedly. Finally, this research proposed that engineering life cycle quality controlling mode should be implemented through angles of project, law and social respectively, which can realize the integration of process controlling and element controlling.
