公众主观评价的影响因素研究述评——兼谈参与式政府绩效评价的进路

摘　　要：参与式政府绩效评价是21世纪"公共治理"时代民主行政的基本诉求,也是社会建设和社会管理体制创新的内在要求。近年来,作为参与式政府绩效评价的实践模式"公众主观评价"逐渐引起实务界的高度重视,但是,实践中大力推行公众主观评价却也带来了诸多问题,公众主观评价的效度频频遭受质疑,以至参与式政府绩效评价步履维艰。鉴于此,本文拟从宏观层面和微观层面出发,对国内外公众主观评价的影响因素研究作一系统梳理,并在此基础上探讨参与式政府绩效评价的发展趋势,以为克服参与式政府绩效评价的现实困境提供研究线索或对策建议,也为民主行政的纵深推进提供策略思考。In recent years, as participatory government performance measurement practice mode, ＂the public subjective evaluation＂ has attracted much attention in the field of practice, but in practice, implementing the public subjective evaluation brings many problems, the validity of public＇s subjective evaluation is questioned and participatory government performance measurement is difficult to enforce. In view of the realistic predicament, this article from the macro level and micro level, researches systematically domestic and foreign public subjective evaluation influencing factors, discusses the participatory government performance evaluation development tendency, so as to provide cues or suggestions for overcoming the realistic predicament of participatory government performance measurement and provide strategic thinking for democracy administration advance in depth.
