摘　　要：为准确掌握江苏省水利建设现状,分析了水利适应能力的内涵,建立了综合反映水利建设与经济社会发展水平的水利适应能力评价模型与指标体系。结合江苏省在"十一五"期间水利建设的实际情况,根据水利及经济社会现代化的要求,计算并评价了江苏省水利建设与经济社会发展的适应能力,结果表明水利建设略滞后于经济社会的发展水平,并针对薄弱环节提出了改进措施和建议。In order to accurately understand the current condition of water conservancy construction in Jiangsu Province, the connota- tion of water conservancy＇s adaptive ability is analyzed, and an evaluation model and index system which can synthetically reflect the adaptive ability between water conservancy construction and socioeconomic development are established. Consideration is taken into the practical situation of water conservancy construction in Jiangsu Province during the llth five-year plan. According to the require- ment raised by the modernization of water conservancy and social economy, the adaptive ability between water conservancy construc- tion and socioeconomic development in Jiangsu Province is calculated and assessed. The result shows that water conservancy con- struction slightly lags behind the level of socioeconomic development, and some improvement measures and suggestions are proposed according to weaknesses.
